The Governing Board Handbook has been prepared for the Health Resources and Services Administration’s Bureau of Primary Health Care (BPHC)-supported health center governing board members. This handbook has been designed as an orientation tool to assist new members to understand the structure and responsibilities of a governing board. It also describes the characteristics of health center governing boards that make them unique. We hope that new and experienced board members will find the Governing Board Handbook a useful tool.

Target Audience

These materials can be used by members of any health center governing board, but the focus is the specific characteristics and issues that face federally supported health center governing boards.

Learning Objectives

  1. Describe the governance structure of CHC, including the composition & role of Board of Directors
  2. Describe how CHCs are funded and the associated requirements
  3. Establish a relationship with the CHC Board of Directors
  4. Implement and monitor governance policy and procedures as approved by the Center's Board of Directors
